Upper Oconee Basin Water Authority:

Board Profile: The Upper Oconee Basin Water Authority was created by the Georgia General Assembly in 1994 and consists of four counties: Barrow, Athens-Clarke, Jackson, and Oconee. This Authority is authorized to secure governmental permits, licenses, and approvals for the design, financing, acquisition, and construction of reservoirs and related improvements. In return, the Authority is obligated to deliver an allocation of water supply to each member based on population ratios and water consumer count at the time the legislation was enacted. The Bear Creek Reservoir was completed in 2002, includes 505 acres, and contains about five billion gallons of water. An on-site water treatment plant, with a current capacity of 21 MGD, provides treated water to Barrow, Jackson, and Oconee counties and raw water to Athens-Clarke County.
